Local Rresource Creation

Is it possible to restrict local resources from being created/ used in
published project plans?

No, this is not possible using any of the default features or settings in
either Project Server or Microsoft Project Professional. Therefore, you
will need to make this a training and performance issue. Refer to the

I have made a Portfolio Analyzer view to identify any schedule that has
local resources to act as an exception report.
