Locate Link Browser pops up when clicking hyperlinks

Hi, all of a sudden any hyperlinks I get in emails brings up a "Locate Link
Browser" window instead of taking me to the website when I click on them.
Hovering over the link shows the URL is correct. When right-clicking on the
link most of the options are grayed out, only "select all" and "view source"
are available.

This is Outlook 2003 and Win XP I am working with.

In IE, click Tools>Internet Options>Programs>Reset Web Settings
