I'm trying to create a template for pre printed corporate letter head in
Microsoft Word '03. I need users to not be able to add text to the botom 1
1/2 inch of the page. Suggestions?

Set the bottom margin to 1-1/2 inches.

And in addition, set the footer position to 1.5" or greater to prevent users
from inserting a footer into the margin. The default setting for the footer
is within the bottom margin, 1/2" from the page edge.

This is where i get confused. I set the margin, but the footer is
automatically attached to the botom of the documet. So if a user inputs a
footer it goes right into the margin, which is where i don't want any text to
be able to be input. How do i move the footer of the bottom of the page and
to the top of the margin?

You cannot stop a determined user. However, if you set up your template in
a logical way, the user should not need to be inserting text into the
footer.
