Lock file order within a folder

Within a folder, I want the list of files to appear in a particular order,
i.e. index-procedures-forms-appendix. Is it possible to lock this order in
Windows? The user may over-ride the order, but I want it to appear in a
specified order initially.

This isn't related to office, the "view preference" is per user in the
operating system, and you have your choice of any of the headers
available in detail view. So no, that order is not a choice.
