Lock logos

I am trying to create digital letterhead. Is there a way to lock logos/art in Word so that it will not be moved by other users? I am not worried about people misusing the logo file from a copyright perspective. I just want it to stay in place when others are using it.

Put the logo in the Header rather than in the document layer. Although it's
