Lock OneNote text section

Is there any way of locking a section of text on a page in OneNote so that it
can be viewed but not modified? This would include not allowing a section of
text to be moved around on a page or adding/deleting sections of text.

I believe this can be done with the API (programming experience required)
but I know of no way to do it in the application.

The closest I'm aware of to date is an add-in which renders an entire
section read only.
