Locked forms = no spell checking

We have created a number of forms for our office. We have
used tables and items from the Forms Toolbar. We want the
forms to be locked so users don't change our format.

The problem is that when we lock the forms we can no
longer use spell checking and we can't insert bullets. I
am unable to find a way to over come this problem and
would appreciate a push in the right direction (if there
is one).

All our users are using Office XP. Most use the Small
Business edition.
