Locked out of Cell Formatting

In Excel 2003 I (& some other users in the office) am sometimes locked out of
the Formatting options; nothing I try will open the Format Cells dialog: the
menu command Format, Cells does not work; the Button on the Toolbar does not
work; Ctrl+1 does not work. In the worksheet I am currently working on, I can
open the options if I select the entire worksheet, but selecting rows or
cells will not work. Any ideas?

Tools, Protection, Protect sheet will cause this (except for the "if I
select the entire worksheet" part).

Thanks. A good idea, but it didn't help. I selected the whole sheet & turned
off "Locked". I can click certain cells in the worksheet and then go right
into Format; other cells (the ones I need to change, of course) - nothing
happens.
