Locking Cells

We have a worksheet that tracks the location of documents and requests.
These documents pass through 5 different desks in 5 different
buildings. I need to track what office they are in. But I need the help
of each office. I would like to give each office/desk their own
password to a cell. Thus the same cell would have a different password
depending on its value.

My Plan would be that the user submits the form package to the first
office. When the first office recieves the form, they open my excel
Sheet and in the location cell, they change the location to their
office. Since that cell will have their office symbol in it, only their
password will work to edit the field. When they finish with their part
and pass the document to the next office, they will enter who they
passed it to in the Location Cell, and now since the cells value equals
the next office, only the nexts office password will work to edit the
cell. I would like to go this route so that offices can not claim that
the document is somewhere else or that they never recieved it. Is this
possible? How ?
