Locking Outlook Toolbars

Internet Explorer allows toolbars to be locked. Does
Outlook 2003 allow tooldbars to be locked? If so, where
can the command be issued?

Unfortunately, I don't believe there's any way to do this in Office
applications - I've often wished there were. Corrections welcome, of
course - but I've looked into this in the past and haven't found anything
yet.
