Locking text boxes and other imagery

Does anyone know if PowerPoint has the ability to lock text boxes (i.e.
disclosures) from having others edit/change the text or even move the text
boxes?

No. About the only option there is to create an image of the slide and use
that. File | Save as and choose PNG from the "save as type" dropdown box
will get you an image of the slide.
