Locking the Excel toolbar

Dear All,

I have a user that doesn't want their toolbar to be
changed. Every time they open a certain spreadsheet it
adds the "Review" toolbar to the top.

Is there anyway the toolbar can be locked so that
spreadsheets can't add their own etc ?
