Locking up the... Unlockable?

I have an excel sheet that is PW protected and I have locked the cell
that I wish to remain uneditable by the user. I have two cells tha
are on this particular worksheet that even though locked, allow value
to be entered. Is there any reason why some cells don't allow you t
lock them? Is there any way I can fix this

unprotect the worksheet
select the cells that allow access
goto FORMAT > CELLS > PROTECTION TAB
and select the 'Locked' check box
do this for all cells you find are editable that you want to lock down
then turn back on the protection
