LOE Plan Hours

Shouldn't an LOE task set to fixed duration be allocated consistently across
the quarterly timeframe? Sometimes it does, sometimes it is front-loaded
with work.
We are using these tasks to track IT support tasks to which resources are
allocated on a percentage basis each quarter.

It usually does but there are things that can cause it not to. For instance,
you didn't provide enough work for the system to spread far enough into the
future.
