Oh, as a rule, don't use PWA authenticated users at all (except for
Administrator) - enter all users and resources through the MS Project
Resource Pool. You would amaze yourself as to all of the nit-picking
problems just going away.
Be careful, I think you are confusing the term Resources and Users as
the same things and they are not.
You are correct and can add Resources to the enterprise resource pool
and they will create PWA Security Users. However you need to add the
Windows Account (Domain\Username) of the resource in order to create a
Windows Authenticated User. If it is left blank, the a Project Server
Authenticated User will be created.
In either case...
1. If the email address is left blank, even when adding the Windows
Account, it will not add the email address into the Security User
properties.
2. The PWA Security Users will be added to Team Members Security Group.
Additionally, if new resources (users) were added to the project after the
initial upload of the project, the resources have not been given persmiion to
the project subweb.
This depends on the type of Security User that was created.
If it was a Project Server Authenticated User, then they would not be
able to access ANY project site
If it was a Windows Authenticated User, then they would be able to
access any WSS project site that they were assigned a project task, as
long as the Project Manager published either:

New and Changed Assignments
The WSS project site is automatically synchronized and updated with the
new Security Users, which happen to be Resources of the said project.
Go to "Admin", then "Manage SharePoint Services", then "Manage SharePoint
Sites". Next, click on the project name or project id (not the site address,
that will send you to the SharePoint site). On the 'action bar' (just above
the list of projects), click on "Synchronize". This will add the new
resources to the project for them to access.
You are correct for manual synchronization.
