It's possible that you were using a vector-based image in Publisher. Vector
images are not rasterized and resize without degradation in quality.
Vector images are "drawn" on the screen using a series of mathematica
algorithms. Therefore, when you resize it, the algorithms remain but simply
rescale appropriately. Rasterized images (like GIF, JPG, BMP, etc.) are
comprised of a series of pixels or "dots" drawn on the screen. (Actually a
pixel is more like a square.) When you resize a rasterized image, your
graphics program either has to remove pixels or add pixels to make the image
resize. This has the effect of blurring images when they are reduced in
size and adding jaggies to the image when it is increased in size.

Thanks. I have done that - I guess the problem is with the logo. It
loses resolution when it is resized in PSP even when I try all the
resampling options. Itsjust so odd that it did fine in Pulisher. Now I
have to decide between paying some one to recreate the logo in a smaller
size or keeping my site in Publisher.
