Is there anyway to get Office X service release 1 on OS X to accept
file names longer than 31 characters?

Not from Office v.X. However, you can save the files from Office,
then rename them in the Finder. When you reopen the files in Office,
the titlebar will list a hashed filename, but it won't affect saving
to the long-named file. Using Save As will of course limit you again.
