Long time to Build Team From Enterprise...

We have remote facilities connecting in through
RoadRunner. They are reporting 5 to 10 minutes to build
team from enterprise. We have approx 650 resources in the
pool. Is there any way to pre-filter resources based on
RBS or location (custom field) so they only download only
their resources? I read in "Implementing Enterprise
Portfolio Management..." page 270 that the system will
prompt me for prefilters when the selection exceeds 1000
resources. Can I change the 1000 to say 100 which will
always create prompts for prefilters and reduce wait times?

I'm not sure if it's really related to this, but have you reviewed knowledge
