Looking for keyboard overlays/templates to customize and then pri.

Trying to find existing templates or a software program that will easily
allow me to add my own text for a keyboard overlay (sitting above the
function keys for ex.). I'm not looking for a printed solution but rather a
software solution so keys can be re-assigned by end-users and then a new
overlay printed. Any ideas?
