Losing Reply Text

I am using Outlook 2003.

If I send an email to Joe and Joe responds with his comments I see his
comments and my original text in the email. If I then Reply to his reply,
the text Joe entered is not included in my reply. It looks like only the
original text (my initial message) is included.

How can I get my re-reply to include the text from the person who replied.

Sorry this sounds so confusing. Hope it is understandable!

Tools, Options, Preferences tab, Email Options, "When
Replying to a message", "Include original message text."

What I want to know is, how can I get Outlook 2003 to
automatically include attachments that were with the
original message? Is this possible?

That is how I have it set but it seems to be taking the "original message
text" literally! It does not include the responder's comments!
