Lost frames & editing capability

Hi & HELP;

I am using Front Page 98 and am not able to edit my site.
The root web will not open. The page itself will open, but
without frames. I have downloaded the latest version from
my server to my computer. I am able to edit there, BUT:
The downloaded version has changed from:
<meta name="Microsoft Border" content="tlb, default">
to:
<meta name="Microsoft Border" content="none, default">

I have contacted my server and they are stating that my
problem is Front Page. Microsoft will not help since it is
an outdated version. If anyone knows what happened and how
to correct this, please let me know.

Those aren't for frames, those are shared borders

a) always open a FP web not just a page
b) to "download" open the online web in FP and use File Publish
