You did a Detect & Repair with resetting your settings. This means
you'll need to recreate your mail profile by going to Control Panel->
Mail. Once Outlook is configured you can open your pst-file (the file
containing your mail, contact, calendar, etc items) by File-> Open->
Outlook Data File...
To set it as your default delivery location go to Tools-> E-mail
Accounts-> button Next-> dropdownlist at the bottom of the window.
Restart Outlook and your Rules should be back now as well. If not;
you'll need to recreate the rules indeed.
To get the news command back make sure Outlook Express is set as the
default newsreader in Control Panel-> Internet Options-> tab Programs
If it's not back yet you can customize your Toolbar; View-> Toolbar->
Customize...
