Lost "Send and Receive Function"

I seem to have lost the "Send and Receive" option for email. I have looked
everywhere, loaded every tool bar buts its still missing. Even the F9 shotcut
doesn't work. I'm running Outlook 2003 with Outlook Connector for my MSN
account

any ideas?
