lost toolbar

When opened Outlook this morning, did not have toolbar with "file", "Edit",
etc. on it. Have looked and followed help directions to find, but it has not
come back. Have closed and restarted computer, still no change. Any
suggestions?

not sure what version of Outlook you are using. Have you tried the
following?...

Right click in empty space near where the menu used to be (perhaps to the
right of another toolbar if you still have some icons left). Select the
toolbars tab and ensure the menu bar box is ticked/checked.

Sorry, missed a key step in my last reply (apologies).

Not sure what version of Outlook you are using. Have you tried the

"customize ..", then select the toolbars tab and ensure the menu bar box is
ticked/checked.

With Outlook closed, try deleting the (hidden) file
%AppData%\Microsoft\Outlook\outcmd.dat
