Low Photo Quality in PDF

I am using Publisher 2007 to create a PDF file for printing by Blurb
(http://www.blurb.com/) and I have a problem with photo quality.

When I see the photos in Publisher everything looks great. When I publish as
XPS teh photos look the same quality as in Publisher. But when I publish as
PDF the photos appear with significantly lower quality.

I am using the "Commercial Priniting" option in the quality setting. I can't
find any other setting that appears to make a difference.

Any help on this would be greatly appreciated.
