Mac Excel complains when opening a file

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I have a user that is able to open a file on a Windows 2003 Server from Parallels/XP/Excel. Opening that same file from the raw mac using excel 2008 I get an error that the file "cannot be accessed". I can duplicate, change, and other wise fold/spindle/mutilate the file from the mac, but excel 2008 will not open the file.

Any ideas?
