macro not allowed due to database is not trusted

I use Access 2007 to read into a Access 2003 Database.

Macro cannot be run. It shows a Yellow exclamation mark next to it. It says
action not allowed due to database is not trusted. I have move and save
database file into trusted location and set macro to enable all macro inside
TRUST CENTER. Yet, it still cannot run the macro.

Nothing seems to work both for converted Database to 2007 and on the old
2003 version.
