Macro - security levels

When clicking on a macro I've created, I'm getting the "macros in this
workbook are disabled because the security level is high..."

how can I fix this problem from occurring?? merely changing the security
level doesn't fix it.

You have to change the security level, then reopen the workbook.

This setting isn't retroactive for already open workbooks.

Go to Tools --> Macro -->Security--> choose medium
