Macros disabled in Excel2007 .xlsm with workbook protection

In Excel 2007 on a WinXP OS, when a workbook is protected the file encripts,
and when opened the macros are disabled. MS reports this in knowledgebase
article #927150 and says we need an update to an antivirus product that can
scan encrypted content as supported by the MS Antivirus API. I have upgraded
to Norton Internet Security 2007 and still have the problem. On another
system I have Vista and Excel 2007 and I do not encounter this problem. In
WinXP, if I save the file in Excel 97-03 format, the macros run but Excel
remains in compatibility mode, with 256 columns, etc. In WinXP, if I
unprotect the WB, save as .xlsm, open the file, macros run ok. The issue is
the same with and without .XML content. Anyone know what's wrong here?

I have talked to Norton about this issue. It was unproductive. Their point is
to turn off the virus product and see if I still have a problem (I do). So
they think it may be something else. I am using Norton Internet Security 2007
on both my systems. The Vista system does not have this problem; macros
enable in protected workbooks just fine. So maybe there is a WinXP issue with
Office 2007, or just an issue with my computer. This could affect a lot of
users.
