Macros in template do not work

I have downloaded and opened a resume template from
explorer. Normally, the F11 key will move you from field
to field. This is not working. How do you turn it on?
Its seems the macros are not enabled. SP3 did not fix.

Hi, Jeff,

If the Forms toolbar isn't visible, display it from the View >
Toolbars menu. Look at the "lock" icon on the right end. If it's
pressed in, the document is protected for forms, and the Tab key will
move from field to field. If it isn't pressed in, then F11 will work
but Tab won't (it will insert a tab instead). This has nothing at all
to do with macros.
