Macros or otherwise for email rules

I need to set my system so that it automatically turns on and runs all my
email rules at a predetermined time. This is a get around for using a
Blackberry with an ISP solution rather than the full BES server, which is
really expensive.

Is there a simple automation for this, or is there a need to write a macro?
How do I write a macro for this function?

Outlook provides no way to run rules on demand programmatically.
