Macros "Stop Recording" toolbar somehow hidden

When I try to "Record New Macro" the "Stop Recording" toolbar is not
appearing so I am unable to adjust Relative Reference. I'm not sure what I
did to deactivate it so I am unsure how to make it reappear. Help!
