mail formatting

I have set my mail formatting to send in Outlook Rich Text, however each time
I send an email, I get a popup window asking me what format to send an email
in.....says some people can only read plain text. Why if it's defaut "Rich
Text" amd I getting a message window each time and how do I fix this?
