Mail from my domain going to junk

Occasionally, mail from other people in my domain gets put into my junk mail
folder. When I try to mark the sender or the sender’s domain as safe, I
receive a message saying, "The e-mail address for this sender is internal to
your organization and cannot be added to this list".

I do not see anything out of the ordinary about these messages and I have
not been able to identify any sort of pattern as to which ones are being
marked as junk and which ones get delivered to the inbox.

Has anyone seen this or can someone suggest a resolution?
