Mail Merge toolbar is grayed out.

The Mail Merge toolbar is visible above my template but unusable because it
is grayed out. This has not happened before.

Also, are you sure that it is all grayed out? Initially only the two
left-most buttons - Main document setup and Open Data Source are enabled.
Until you have dealt with those issues, the other buttons cannot be used.
