Mail rule: auto format RTF on send?

In our office I created a custom form for sending phone messages. It
requires that I send the message in rtf in order to be viewed properly
by the recipient. I generally don't like sending in rtf, so I created
duplicate contacts for each of my co-workers which are set to "always
send in rich text format". The problem is that sometimes I forget to
use their rtf contact.

My question is: Is there a way to have OL automatically format the
outbound message using this "Phone Message" form as rtf?

Outlook 2000 and 2002 both seem to behave themselves and actually send RTF if you use a custom form, unless the recipient is marked for plain text. So, I'm not sure you need to go to a lot of trouble over this.

However, the one method I've found to force RTF is to link a form to a WordMail template on the (Properties) page. You can use the Normal.dot or Email.dot template.
