mail stuck in outbox

I'm using Windows XP., Outlook 2003. I am able to send-
receive messages, forward, reply successfully. When I
compose a mesagge it stays in my outbox. I am also
having trouble with the address book. Both my personal
contact and business contacts are in place. When I try
the adress icon in the to:line I get a message that I
can't access the address book because it is either moved,
deleted or I don't have access. I don't know how to
change the setting to send this mail.
