When you complete your message and press send, it's only
placed in the 'Outbox' until you click the "Send/Receive"
button on the main Outlook window. You can also create
settings where the 'Send/Receive' action occurs
automatically.

It seems redundant, however it's made this way so
messages can be created 'off-line' and staged to send
once a internet connection is established.
