Mailbox Cleanup

How do I control the Mailbox Cleanup tool? I am using Outlook 2007 and 2003
and I would like to be able to tell the tool not to run unless the user's
mailbox is 200MB. Currently it starts popping up at 100MB but we recently
upgraded our exchange server to a limit of 200MB. Is this done on the client
machines or somewhere in Exchange?
