Mailing filtered reports

Can someone help me with a simple question but a difficult
answer.

table 1
Pnumber;
Action

table 2
Pnumber;
Email

For table 1 I have a report.
I want to make the same report for every Pnumber in table
2 and send it to the related email address.
The report must show only the actions for that Pnumber.
I want to send the report as a snapshot.

Any help is appreciated.
