Mailsettings registry key does not exist, period.

I have referenced KB article Q319820 which says to add a
dword value to the following path:
HKLM\Software\Microsoft\Office\Common\MailSettings

The problem is THE KEY DOES NOT EXIST. I've looked on 20
different PC's in this office and it is not there. I've
double checked 10 of those PC's.

What do I do now? I need to have this working correctly.
