maintain page layout between users

Is there a way of 'locking' the page layout in Office programs so that when
another users opens a document - they see the exact formatting that the
original user setup (whether using same s/w version of slighly later). As
sometimes when we share documents between users, the page breaks change
because the margins have moved etc.
I do, however, want for different users to have editing functionality.
