Maintaining Server Settings in separate Project Server environment

We have separate Development, User Acceptance, Training & Production
environments. Without a complete DB restore, is there a way to
programmatically extract a configuration from Production (like a View change,
server setting) and apply to another environment.

Unfortunately, many of the methods used to set and retrieve server
settings are located within the internal PSI web services. It's
definitely possible, but you'll be on your own for much of the coding.
