Make a Vb6 Developer User

Hi all. (windows Xp Pro Sp2)
I need a user that is not Administrator and can Debug and Develop IIS
Application with VisualBasic6 and ASP.
At moment, I've defined a DeveloperUser that can:
- full manage IIS;
- full manage Component Service;
the user is member of:
- Debugger User;
- IIS Administrator;
- Power Users;
- VS Developers;

I've created a Visual Basic 6 ActiveX Project and I call it from an ASP page.
I execute the ActiveX from the Vb6 IDE in debug mode, I open the ASP page in
Internet Explorer but I ve that error:
