Your best bet would be encoding it with Windows Media
Encoder. Desired bitrate is going to be determined by the
dynamics of the audio (speach vs music). If you provide

Use streaming audio. Check with your ISP / WPP to see if they offer it.

I guess what I am asking, which is better, "WAV." "MP3,"
or some other format.

If I just have a hotlink to the audio file, will the
surfer's computer select a player?

Will the media be streaming, or have to download first?

I have found out about Windows Media Encoder from reading
further into this newsgroup and am currently downloading
it along with Windows Media Player 9 Series.

After I attempt to encode my audio file, I may have some
more questions.

MP3 or WMA would be the 2 best choices. They are the most
common types and have good compression. The link to the
file will open up whatever the default player is on the
clients machine for that file type.

Generally speaking, audio is streamed.
