Make current layout a watermark

I have created a template in word including a footer with some contact text,
and an image which i've placed in the top righthand corner of the page.

Is it possible to make that page layout a background, so you can type as
normal over it, without being able to move the image. Basically make it a
watermark but not in the centre of the page!

Just put the graphic in the Header layer as though you were putting it in
the text layer, not as a watermark. If you need clarification see:
