For the "DHTML" menu, I recommend SoThink DHTML Menu - relatively
inexpensive and you can use it as a FrontPage Add-In. See www.sothink.com
As far as headers - I'm assuming you mean graphical? Any decent graphics
program will work, in the "awfully good but less than an arm and a leg"
category, there is PaintShop Pro from www.jasc.com
I tried the sothinks DHTML menu and it looks great. Just one question how
once I close the sothink widget hopw do edit the menue using the software?
or must I just edit the code?

I've tried lots of menu making programs and the one I found to be superior
is here: http://software.xfx.net/utilities/dmbuilder/index.html
when you make your menu it outputs the code, and also a proprietary file. I
usually save that proprietary file in the client's local web and mark it "do
not publish" (right click, select do not publish). that way if an update is
required I know exactly where to find the master file.
