Make toolbars position lockable

Hi, I have tried arranging my toolbars and then locking them in position, but
this doesn't seem to work and I seem to spend all my time re-arranging them.
This is particularly the case in Outlook. I have installed the Business
Tools (Video, SMS & History linking) and the business toolbars will not stay
anywhere. They always added new lines each making the toolbar area 3 lines
bigger, this takes up quite a bit of room and seriously reduces working space.
If possible some Toolbar tools would be nice allowing for individual locking
of both the toolbars and the icons.
I know that generally the toolbars are suposed to stay where they are put,
but this doesn't work especially if you don't use full screen all the time.
Could you please let me know if you are going to do something about this as
the Outlook problem is driving me mad.
