Making a database MDE

First: Thanks to all that have helped with with issue in the past.

Now: I am trying to make my database "MDE" so no employees can access the
design or code but when I try to convert it I get an error that says
"Microsoft Access was unable to create an MDE database" I looked in the help
under MDE files and there was a section that states

"Important: Some restrictions may prevent you from saving your Access
database as an MDE file: "

And lists a few reasons why a conversion might not work but none of these
conditions apply. I have saved the database under a different name and tried
again but it still doesn't work.
