making a workbook into a web page.

Hi,

Is it possible tom make a workbook into a web page.
And if so can users enter data into the workbook.
Also, can I restrict users from accessing and making changes within, the
menu bar.
I don't want anyone to be able to delete the file of make any changes other
than the basic data they're allowed to entered in any cell in the D column.
